eGovernance two years ago
The OECD has rediscovered eDemocracy, which I will talk about soon. But let’s first look in the OECD archives. The report Impact of the Emerging Information Society on the Policy Development Process and Democratic Quality was commissioned in 1998 by the OECD Public Management Service to explore how the new information and communications technologies (ITCs) and the emerging “information society” (IS) are changing the way governments handle information in the policy making process, and to discuss some of the issues these changes raise for the conduct of democratic government.

Today’s insight is a good one, I find. Let me repeat that: The Collective Web is what it’s all about! I am sure somebody has talked about the collective web before, but I haven’t searched thoroughly for whom. The collective web category will be used for gotzeblogs on stuff like P2P, syndication, collaborative web services, community networks, online communities of practice, and the like. I start with some general observations.

At the Dawn of e-Government
A new Deloitte & Touche Study, titled At the Dawn of e-Government: The Citizen as Customer, argues that citizen demand for better service is fueling the global growth of e-government as government leaders focus on matching the new standards of service set by private sector advances in technology.

U.S. citizens want more e-government
A new survey conducted by Andersen Consulting shows that a majority of Americans believe increasing the number of online government services should be made a priority. The survey also showed that a majority of those responding would be comfortable casting their votes online.

FirstGov ‘not worthy of being called a portal’
In a letter sent Monday to Sally Katzen, acting deputy director for management at the Office of Management and Budget and member of the FirstGov board of directors, OMB Watch executive director Gary Bass said the group is “greatly disappointed” about the first mock-up of the portal (www.firstgov.gov). It’s especially disappointing because the group had high hopes after Clinton issued a memorandum on e-government last December, he said. (FCW)
